This book is about the Vsesoiusnoia Communisticheskaia Partia Bolshevikov -  which translates to Crosscountry Communist party of the Bolshevics. Above his head there is a sickle and hammer, and holding up the blood-red flags are bones of people killed so far. This soldier is in the shape of a swastika, and has the ever-present eye of the KGB seeing everything.
